CHIA UPDATE - July 2003
CHIA Board Approves Consideration of New Name, Launches Capitol Campaign
— In order to better convey the diversity
of its members such as health facilities, doctors, nurses and professional
healthcare interpreters, CHIA’s Board approved consideration of a name change
Tuesday. The new name would, “California Healthcare Interpreting Association”
would be voted on by the CHIA membership on September 26 at the CHIA Annual
Meeting in Sacramento. Also under consideration by the CHIA Board of Directors
is a change in CHIA’s Mission Statement. One possibility under consideration is
the following: “Interpreters and healthcare providers working together to
overcome language and cultural barriers to good healthcare.” Please provide

CHIA Welcomes New Advisory Board Member —
Vivian Huang, M.H.S. of the California Primary Care Association (CPCA) has
agreed to serve on CHIA’s Advisory Board. Ms. Huang is a Senior Policy Analyst
for Special Populations. The California Primary Care Association was founded
in 1994 and today helps its more than 500 community clinics and health center
members to “ensure affordable, quality health care to California's uninsured,
low-income and minority communities.” Welcome Ms. Huang.

CHIA Meets with DHS Refugee Health Section — CHIA Executive Director
Tom Riley met with Laura Hardcastle, Chief of the Department of Health Services’
Refugee Health Section (RHS) on Wednesday. Ms. Hardcastle and the Refugee
Health Section have been instrumental in the development and support of CHIA
over the past five years. Included in the areas discussed for possible CHIA/RHS
collaboration were mental health training workshops, inclusion of CHIA Standards
in more RHS educational offerings, exchange of resource and program information
for CHIA members, and RHS participation in CHIA’s Annual Convention, September
26-27 in Sacramento.

Yee “Child Interpreter” Bill Passes Sen. Judiciary — Assembly Bill
292, which prohibits the use of child interpreters under the age of 14, passed
out of the Senate Judiciary Committee Tuesday with a 4-to-2 vote. Included in
those voting “aye” on the bill were Senators Escutia (D-Whittier, Chair of the
Senate Judiciary Committee), Gil Cedillo (D-Los Angeles), Sheila Kuehl (D-Santa
Monica), and Byron Sher (D-Stanford). Senators opposing the bill include Bill
Morrow (R-Oceanside) and Dick Ackerman (R-Irvine). A date has not yet been set
for the bill to be heard by the Senate Appropriations Committee. For more
